No.  They learned about this report in January of 2001--they ignored it because it was something the Clinton administration thought was important. Richard Clarke came to them with, as he described it, his hair on fire,  with some years of reports of meetings that focused on OBL. Because it was important to the Clinton administration they...  (wait for it...)... (wait for it...)... ignored it. They were going to focus on everything opposite from the Clinton administration. Remember that's old kid's expression: I'm rubber and you're glue--everything bounces off me and sticks to you. The Bush administration in a nutshell.
